Newark Granville Community Authority

The Newark/Granville Community Authority (NGCA) is a community development authority created pursuant to Chapter 349 of the Ohio Revised Code, which includes the Park Trails and Meadow at River Bend subdivisions. The Authority was established in 2000 by the Board of Commissioners of Licking County. The Authority is a separate entity from the Granville Exempted Village School District and operates under its own Board of Trustees. The Board of Trustees consists of seven elected members who reside within the Authority boundaries.
The Board passes a resolution annually that sets the millage rate for the special assessment. The rate is currently the greater of $455 or 5.2 mills of the assessed valuation for each parcel. The special assessment is charged to each parcel for a period of 20 years, after a market value is established by the Licking County Auditor.
The Board is also responsible for establishing a budget for the funds generated by the special assessment. The budget typically includes an allocation for capital needs that directly benefit students, as well as administrative costs associated with operations of the Authority.
